Install Reverse-Osmosis units producing 5um, 1um & 0.22um products with matching high-head pump/s. Construct a finished product water tank and add a ozone or UV sterilization system.

See, this is how you already have a water treatment plant costing and capable of producing 2,000 gallons per hour, in each sub-district. And there are more than 600 in Pakistan.
